I've found different communities with layouts that i like, but when i click on them it takes me to a website restricted page.. it says some websites require you to be signed in... if you understand what i'm saying can you please explain to my retarded self why that is?

sign up is probably free, they just want to know who is downloading their stuff. A lot of companies do this. If you get to a page where they require money, just hit back on you web browser.
Why?
maybe just for bragging. "We have over 1000 members!", or just to track their traffic, how interested are you in their products.
