If you're talking about your own LiveJournal blog... sure, go ahead.
If you mean someone else's LiveJournal blog, depending on how you go about it, it might be allowed. If it were an actual comment along with the link, it'd slip by. If it's solely to advertise the web site, it will just be considered spam.
But you already know the answer, so why do it? You're only going to end up annoying people who will not visit your web site, and that defeats the purpose now, doesn't it?
