How do i add a link on livejournal that directs it to another site?

i want to post something but do it so its like..


click HERE and if you click on the here, it directs you straight to the web page.


i tried %26lt;a href="URL"%26gt;%26lt;"HERE"%26gt;%26lt;/a%26gt;


but i don't think it worked..
